Notice of Intent (NOI)

Scoping for the development of the EIS/RMPA began with the publication of the Notice of Intent to prepare the EIS in the Federal Register on May 19, 2025.

Agency Scoping Meeting

A governmental agency scoping meeting for all Federal, State, and local regulatory agencies which have jurisdiction by law or have special expertise with respect to any potential environmental impacts associated with the Proposed Project was held virtually on July 29, 2025.

Public Scoping Meetings

The JLA conducted three (3) public scoping meetings; two in-person and one virtual on July 29, 30, and 31, 2025. The in-person public scoping meetings were conducted in an open house format designed to inform the public about the Proposed Project, the NEPA process, and the BLM Land Use Planning Process, and to allow the public to speak with FAA, BLM, and Airport Sponsor representatives on issues and concerns they wanted to see addressed in the EIS/RMPA. During the virtual and in-person scoping meetings, the JLA staff provided the same presentation.
