Environmental Impact Statement & Resource Management Plan Amendment

The Clark County Department of Aviation (CCDOA), the owner of Harry Reid International Airport (LAS), is proposing the development and operation of the Southern Nevada Supplemental Airport (SNSA) in Clark County, Nevada. The Federal Aviation Administration (FAA) and Bureau of Land Management (BLM) are Joint Lead Agencies (JLA) for preparation of an Environmental Impact Statement (EIS) and will do so in compliance with the National Environmental Policy Act (NEPA) of 1969, as amended (42 United States Code [U.S.C.] § 4321 et seq.). BLM has also determined that it will evaluate the need for a Resource Management Plan Amendment (RMPA) for this project, and as a result the document will be a combined EIS/RMPA. The RMPA to modify the Visual Resource Management (VRM) class is being considered in order for the BLM to evaluate the established Ivanpah Transportation and Utilities Corridor, which will require amending the existing 1998 Las Vegas Resource Management Plan (RMP). The EIS/RMPA will be prepared in accordance with the NEPA, FAA Order 1050.1F, Environmental Impacts: Policies and Procedures, FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions, Department of the Interior Implementation of the National Environmental Policy Act 43 CFR Part 46, BLM’s NEPA Handbook H 1790-1, Resource Management Planning 43 CFR § 1610.2, BLM’s land use planning regulations cited in 43 CFR Part 1600, BLM Land Use Planning (LUP) Handbook H-1601-1, as well as other special purpose laws.

This website was developed for use by the general public in obtaining information about the EIS/RMPA process and study.

Upcoming Meetings

The JLA will conduct three (3) public scoping meetings; two in-person meetings and one virtual meeting on July 29, 30, and 31, 2025. The in-person public scoping meetings will be conducted in an open house format designed to inform the public about the Proposed Project, the NEPA process, and the BLM Land Use Planning Process, and will allow the public to speak with FAA, BLM, and Airport Sponsor representatives on issues and concerns they would like to see addressed in the EIS/RMPA. During the virtual and in-person scoping meetings, the JLA staff will provide the same presentation. The virtual meeting will be recorded and posted here.
