Scoping Process Results
Thank you to all who participated in the Southern Nevada Supplemental Airport Environmental Impact Statement (SNSA EIS) scoping process (September 5 through November 6, 2006).
The scoping process included three formal public meetings attended by 98 people, one formal agency meeting at which 10 public agencies were represented, and two Native American tribal meetings at which seven tribes were represented. In addition, the FAA and BLM, the Joint Lead Agencies (JLA), held informal meetings with the National Park Service, the U.S. Environmental Protection Agency, and the Nevada State Historic Preservation Office.
The JLA received 380 comments in letters, emails, website comments or formal oral comments from Federal, state and local agencies; elected officials; business and environmental organizations; and the general public.
A majority of the comments concerned the construction of a new airport at the proposed Ivanpah Valley Airport site and its potential beneficial and adverse effects on both the environment and communities in southern Nevada and California. Commenters were primarily concerned with potential future impacts of the Clark County’s proposal on traffic congestion; air quality; noise; induced development; and fish, wildlife and plants. A number of commenters also suggested additional alternatives to be considered in the EIS. The JLA have modified the EIS scope of work to address the comments.

Public Scoping Meetings held October 3, 4, and 5, 2006
The JLA hosted three Public Scoping Meetings on October 3, 4, and 5, 2006. The Public Scoping Meetings are designed to be an early, open, and on-going process that is utilized to determine the range of alternatives, issues, and impacts that the EIS will analyze. Scoping provides a forum for agencies, Native American tribes, officials, and the public to present additional background and technical information, as well as to make any comments on the Proposed Action, alternatives to be considered, and impacts to be evaluated.
These meetings afforded an opportunity to interact with the EIS team members that included staff of the JLA and their consultants. This interaction allowed the participants to provide comments and to pose questions to the JLA and their consultants. A brief video presentation and display boards were also provided that described the EIS process and the Proposed Action.
The October 3rd Public Scoping Meeting was held at the Jean Airport Special Events Center (also known as Sports Aviation Center) located at 23600 Las Vegas Boulevard South in Jean. The meetings on October 4th and 5th were held at the Panos Hall located at 5300 South El Camino Road in Las Vegas.

How the Public Scoping Meetings Were Advertised
The FAA and the BLM advertised the Public Scoping Meetings in several venues. These included postings on this website, posting flyers at numerous public centers, mailing postcards to those on the project mailing list, and mailing letters to individual agencies.
